Project Manager

Location: Flexible: preferably Europe or Washington DC based.

JOB DESCRIPTION

Recourse targets development finance as a means of influencing the wider investment community, financial flows and governments, to ensure inclusive, environmentally sustainable, socially just and pro-poor development. We are an independent, non-profit, non-governmental organisation that holds International Financial Institutions to account, advocating for:

  • Protection of rights
  • Participation and transparency
  • Public accountability in the operations of multilateral development banks

Recourse has three meanings which define our mission:

We are looking for a smart, energetic individual with background in campaigning on social and environmental justice to join our Ecological Justice Programme. This project aims to ensure International Monetary Fund (IMF) investments support climate solutions and exclude fossil fuels. Recourse holds the IMF accountable for its investments through advocacy, research and convening of civil society, in collaboration with abroad range of organisations and local partners. The IMF Project Manager will focus on ensuring that IMF lending excludes all fossil fuels and prioritises climate projects, as a way of supporting countries to achieve a green recovery and meet Paris Agreement obligations. The campaign will also expose IMF investments which harm the environment and local communities and push for reform of damaging policies and practices. The IMF Project Manager will be a vital member of our small team, working closely with allies and partners in the global north and south, and engaging with the IMF staff, management and member governments. S/he will collaborate with other Recourse campaigns and will report to Recourse’s Co-Director in charge of the IMF project.

This is an exciting and challenging role, involving work with southern partners, research, advocacy and international travel.

RESPONSIBILITIES

  • Work with allies and partners to campaign for IMF policies and practices that prioritise climate solutions and exclude fossil fuels, with a focus on IMF support to borrowing countries to achieve Paris Agreement goals.
  • Produce and commission high-quality advocacy, research, and communications materials.
  • Work with partners and allies to advocate with decision-makers at the IMF, including staff, management, and member governments.
  • Build collaborative relationships with civil society partners in the global north and south, with a focus on the Philippines, Indonesia, Vietnam, Bangladesh and Pakistan, and help coordinate civil society engagement with the IMF.
  • Organise events, meetings, panels and workshops, supporting southern partners to attend the IMF & World Bank Spring and Annual Meetings.
  • Assist in managing campaign budgets and support fundraising efforts.
  • May be required to manage additional staff in future for the campaign.

QUALIFICATIONS, SKILLS AND EXPERIENCE

 Essential:

  • Fluent in written and spoken English.
  • Proven research and writing skills.
  • Excellent communicator.
  • Proven experience of evidence-based policy work.
  • Familiarity with the IMF and/or other International Financial Institutions.
  • Strong interest in and commitment to environmental and social justice and human rights.
  • Experience with advocacy and campaigning.
  • Excellent team player, with good networking and communication skills.
  • Ability to work independently and be self-directed.
  • Experience working with communities and civil society organisations, especially in supporting their linking of on-the-ground issues to national- and international-level change.
  • Willingness to help with logistical and administrative tasks as needed.
  • Bachelor’s degree in a relevant subject.
  • Ability to travel up to 4 weeks per year.

Desirable:

  • Understanding of fossil fuels and climate change issues, as well as Paris Agreement obligations.
  • Pro-active, with ability to reach out and engage with a diverse array of stakeholders, including civil society groups, anti-coal and pro-climate communities, IMF decision makers and shareholders, with a key focus in Europe and the US. Existing contacts in the international climate/IFI watching community a plus.
  • Experience working in the global south.
  • Master’s degree in a relevant subject.

SALARY AND BENEFITS

This is a full-time salaried position. This is a one-year project-based position, renewable upon securing of additional funds during the course of the project. The gross salary will be in the range of 40,000 – 45,000 euros per year, per Recourse’s salary scale. LOCATION: Recourse works as a virtual team, with staff based in different countries around the world. All systems are on-line, so you would be expected to work remotely. Support for home-working on a pro rata basis, would be available.

Finance and Human Resources Officer

Location: The Netherlands

JOB DESCRIPTION

We are on the hunt for a highly-analytical and qualified Financial and Human Resources Officer to join our team. In this position, you will be responsible for managing our financial procedures and helping to support the smooth running of our work. Your duties will include planning budgets, participating in audits, monitoring transactions, and preparing invoices. In addition, your duties extend to recruiting, supporting and developing talent through developing policies and managing procedures. You will be responsible for administrative tasks and you’ll contribute to making the company a better place to work.

To succeed in this role, you must demonstrate in-depth knowledge of financial and human resources policies, procedures, and systems. In addition to being an excellent communicator, our ideal candidate will also have outstanding analytical and time management abilities. The Finance and HR Officer will be a vital member of our small team, working closely with our staff and consultants based in different countries. S/he will report to Recourse’s Co-Directors. 

RESPONSIBILITIES

  • Create and implement financial policies to guarantee operational efficiency.
  • Oversee the preparation and planning of budgets.
  • Maintain records and receipts for financial
  • Ensure financial records are kept up-to-date with the latest transactions and changes.
  • Contribute to financial audits.
  • Run payroll for Netherlands-based staff
  • Monitor and perform bank deposits and payments.
  • Support the development and implementation of HR policies and systems.
  • Provide advice on HR policies and procedures.
  • Be actively involved in recruitment by preparing job descriptions, posting ads and managing the hiring process.
  • Create and implement effective onboarding plans.
  • Assist in performance management processes.
  • Review employment and working conditions to ensure legal compliance.
  • Assist in organising Board meetings.
  • Help to organise travel plans for partners.
  • Deal with post and general communcations.

QUALIFICATIONS, SKILLS AND EXPERIENCE

Essential:

  • Fluent in written and spoken Dutch and English.
  • Bachelor’s degree in Finance and Human Resources management or relevant field.
  • A minimum of 3 years’ experience in a similar role.
  • In-depth knowledge of financial regulations and accounting processes.
  • In-depth knowledge of HR regulations and processes.
  • Understanding of labour laws.
  • Outstanding analytical and time management skills.
  • Strong attention to detail.
  • Problem-solving and decision-making aptitude.
  • Strong ethics and reliability.
  • Excellent team player.
  • Ability to work independently and be self-directed.

SALARY AND BENEFITS

This is a part-time salaried position (2 days a week) for a one year project initially. The contract may be renewed and may become a full-time position, depending on available funding. The gross salary (full time) is in the range of 33,048-43,488 euros per annum, in line with Recourse salary scale. The pro rata salary for 2 days will be in the range of 13,219 to 17,395 euros per annum, depending on experience, in line with Recourse salary scale. Recourse offers outstanding benefits including generous annual leave with pay, travel insurance, pension, and a friendly work atmosphere with an international team.
